The CFO provides strategic direction and leadership for the Tampa Metropolitan Area YMCA business operations and initiatives and directly manages accounting/ finance, information systems, central business office and risk management departments. Qualifications Bachelor's degree in business, finance or equivalent; MBA, CPA or CMA preferred. Eight or more years of substantive experience in accounting and financial management. Knowledge and understanding of general business matters required including budget development, financial reporting, cash management, business taxes, banking and debt financing instruments. Knowledge of computer systems, including experience with system selection, new system implementation and project management. Personal computer skills required. Experience with investment management and asset allocation preferred. Experience in effectively managing a staff team. Previous experience with voluntary/nonprofit organizations preferred. Essential Functions The VP/Chief Financial Officer (CFO) oversees and manages financial planning, audits, reporting , development of systems and processes, and managing the financial risks of the Association. The CFO provides strategic direction and leadership for the Tampa Metropolitan Area YMCA business operations and initiatives and directly manages accounting/ finance, information systems, central business office and risk management departments. Financial and Risk Management Monitors monthly financial operations, prepares analysis and reports, and gives guidance to executive and operating staff. Works closely with operations staff on issues that affect financial outcomes. Prepares specific recommendations. Works directly with assigned committee(s) of the board including Oversight Committee (monthly or as needed), Risk Management Committee (quarterly or as needed), Audit Committee (quarterly or as needed) and Investment Committee (quarterly or as needed) to build volunteer relationships, develop policies, monitor their implementation and meet the related needs of the Governing Board. Manages both short term and long term planning of organization's debt reduction through use of the investment portfolio and operational performance. Reviews, updates, and/or develops internal control systems for the YMCA and oversees internal audits which check for compliance on a variety of policies and standards. Provides recommendations for improvement. Oversees and certifies the annual audit and tax form 990, meeting periodically with organization's auditors in maintaining communications and keeping them informed of changes in the Association. Ensures that current accounting standards and legal requirements are met. Manages investments, under the direction of the Investment Committee and the board approved Investment Policy Statement (IPS), maintaining the integrity risk tolerance expressed by the IPS. Develops performance indicators and measurement systems for tracking strategic plan objectives. Evaluates current business models and leads efforts to modify or redesign business models where necessary. Oversees preparation of monthly, quarterly and annual operational and financial reports to the various funders of the organization (e.g. Children's Board of Tampa Bay, United Way, YMCA of the USA, governmental agencies, etc.). Oversees the development of the annual operating budget, including all center budgets. Works closely with operations staff to ensure that center budgets are well-planned, realistic, and prepared in a timely manner. Manages tax-exempt bond transactions and files all necessary reports. Establishes, maintains and/or monitors all banking and financing relationships ensuring compliance with all debt covenants and regulations. Works directly with the Risk Management Committee on annual negotiation and renewal of insurance policies as well as maintaining a safe work environment for all staff through center risk audits and recommendations for corrective measures. Maintains all necessary records and accounting reports and records all transactions on a timely basis including but not limited to annual reports to YUSA, Community Benefits statement and Annual Report of the organization.
