Responsibilities: Responsible for the organization=s financial planning and accounting practices as well as its relationship with lending institutions, board members, and the financial community by performing duties personally or through subordinates. He/she will facilitate collaboration among financial service departments, administration, the Medical Staff, and community. He/she will attend Medical Staff, Board of Trustees and Board Committee meetings as required. Responsible for assuring a planned and systematic process for the monitoring and evaluation of services rendered and for resolving identified problems. Responsible for providing administrative leadership that enables the organization to develop adequate financial resources to meet the health and wellness needs of individuals in our community by providing a continuum of personalized programs and services. Responsible for Memorial Medical Associates our network of physician practices. QUALIFICATIONS: EDUCATION AND CREDENTIALS:Undergraduate degree in accounting, or business administration required. Master's Degree in accounting or business administration preferred. CPA preferred. Experience related to third party matters is strongly preferred. WORK EXPERIENCE: Eight to ten years of increasing responsibility in the areas of finance/accounting. Five or more years of finance/accounting experience in the health care industry; preferably as a hospital or health system controller or CFO. JOB RESPONSIBILITIES: Communicates and demonstrates the mission, vision, and values of Memorial Healthcare. Treasury function - Safekeeping and preservation of all corporate assets, including but not limited to cash accounts, investment accounts, supply inventory, fixed assets, intangible assets (e.g., trade names, trademarks, etc.) , and contract rights. Corporate financing - Procurement of short-term and long-term financing (e.g., commercial bank loans, taxable bonds, tax-exempt bonds, equipment leasing, etc.). Revenue Cycle - a. Development and maintenance of the Charge Description Master (i.e., detail listing of all technical services and related standard charges and expected reimbursement for all major third party payer contracts). b. Development and maintenance of policies and procedures and systems required to ensure that all hospital services provided are billed and collected in an accurate, timely and cost effective manner. MMA – Responsible to oversee the business operations of the Memorial Medical Associates (MMA) practices including coding, billing, collections and financial reporting. Internal controls - Development, maintenance and operation of the infrastructure (i.e., policies and procedures and systems) required to ensure the safekeeping of all assets, accurate, timely financial budgeting and reporting, and statistical reporting. Internal audit function - Development, implementation, and maintenance of a comprehensive internal audit function covering all processes with a financial component. Third party payer contracts - Third party payer strategy, negotiation and implementation of contracts, contract compliance, monitoring of contract economics, contract reporting and analysis, and any other appropriate third party payer matters. Corporate compliance - Assists in the oversight of corporate compliance in conjunction with the Corporate Compliance Officer. Financial planning - Development of annual operating and capital budgets as well as long-term operating and capital budgets (including projected statements of operations, projected balance sheets and projected statements of cash flow). Financial reporting (e.g., monthly and annual financial statements, annual audited financial statements, Medicare cost reporting, special third party financial reports, etc.) Statistical reporting (e.g., monthly and periodic reports of key operating statistics). Tax and other government financial reporting - Oversee preparation and filing of periodic reports and timely remittance of appropriate taxes or fees due in connection with tax (e.g., not-for-profit annual information report, periodic sales tax reports, periodic property tax reports, etc.) and other government financial reporting (e.g., annual Medicare cost report). Financial analysis and interpretation - Oversee routine analysis of key financial statement elements with the objective of identifying matters requiring attention and interpreting and explaining financial performance in relation to prior periods, current budget and/or external benchmarks. Financial decision support - Research and analysis required to support any significant decisions with a financial component. Transaction processing including: General ledger, Patient billing and collection, Payroll (including government payroll reporting), Accounts payable, Detail property records. Maintenance and preservation of all corporate records (e.g., contracts and agreements, bank statements and cancelled checks, accounting records, patient billings, etc.) including an up-to-date inventory of all corporate records with a record description and physical location. Participates in malpractice litigation management and monitoring. Responsible for maintaining and monitoring property insurance coverage. Personal and professional development of direct reports and staff. Conducts feasibility studies, investigation and research for new programs and services with the assistance of department managers and finance department. Fiduciary oversight responsibility for the 401(k) with assistance from identified program and investment management. Participates in development/revision of organizational strategic planning initiatives. Keeps up to date on changes in state and federal laws and information regulation. Organizes the Finance and Patient Accounts Departments to assure departmental functions and activities that comply with established policies and procedures and to achieve long and short term objectives. Develops and implements standards, goals, policies and procedures for assigned departments that are supportive and integrated with the hospital wide philosophy and goals. Evaluates activities of departments directly responsible for to assure that cost effective, quality, and appropriate services are provided. Assures the appropriate input from the Medical Staff at the appropriate time on programs and service planning as well as implementation of those services that require or would benefit from their involvement. Recommends the redesign of services throughout the system to achieve cost reductions or productivity improvements through system efficiencies or elimination of non-productive work or activity. Assures compliance with regulatory agencies and accrediting bodies, such as the Michigan Department of Community Health, TJC, etc. Promotes and maintains harmonious relationships between personnel, medical staff, and other departments. Demonstrates knowledge of and supports hospital standards, policies and procedures, operating instructions, confidentiality statements, corporate compliance plan, customer service standards, and code of ethical behavior. Other - Special projects and other responsibilities consistent with the skills and experience of the position as assigned from time to time by the President and CEO.
