Responsibilities: Scope of Position:
Under the general direction of the Accounting Administrator II, the incumbent is responsible to plan, organize, direct, and coordinate the work activities of staff assigned to various cash management processes, and participate in administrative activities affecting the section. Specific duties include but will not be limited to the following:

Duties and Responsibilities:
(Candidates must perform the following functions with or without reasonable accommodations)

Plan, organize, direct and coordinate the work activities of professional and semi-professional staff assigned to perform cash management activities which include the following:
* Maintaining a database of the state’s daily receipts, disbursements, cash balances, and borrowable resources,
* Daily analysis of the General Fund cash balance,
* Analyzing cash flow and comparing to previous estimates to determine trends in revenues and expenditures,
* Analyzing economic trends, forecasts, and applicable law changes affecting cash for the State of California,
* Preparing cash forecasts for the Pooled Money Investment Board,
* Daily reconciliations,
* Processing internal loans as needed.

Evaluate/assess staff performance to determine training/development opportunities. Timely complete performance appraisals/probation reviews and periodically meet individually with subordinate staff. Provide guidance and motivation to resolve performance issues. When required, initiate disciplinary actions against subordinate staff.

Meet with management and provide input about improvements/changes needed or required by legislative amendments. Direct, provide guidance, and monitor the implementation of approved improvements and changes to cash management activities and existing processes.

Evaluate current training materials and resulting products. Provide input at meetings with management to develop or review training materials. Schedule and conduct training as needed.

Represent the accounting perspective of the Bureau of Accounting as well as the Cash Management Section at meetings with those contacted in the work environment.

Establish and maintain positive communication with other units/division/agencies to resolve issues.
